POSITION SUMMARY AND PURPOSE
The Project Director is responsible for overseeing the overall success and effective execution of assigned project(s). This includes managing all aspects of project delivery, including contractual obligations, financial oversight, technical performance, client relations, staff management, and business development. The Project Director should demonstrate strong leadership, strategic thinking, and a problem-solving approach. The Project Director ensures project objectives are on time, within budget, at the highest technical standards, and in compliance with all USG relevant regulations and standards to ensure client satisfaction. Additionally, the Project Director contributes to the Q2 Impact’s strategy, business process improvement, and business development efforts. This position reports to the Managing Director of Programs and the preferred location for this role is in the Washington, DC Metropolitan area.
PRIMARY RESPONSIBILITIES
Project Management
- Oversees strategic planning and technical direction of project activities to fulfill objectives, in collaboration with the Chief of Party
- Supervises programmatic, technical, financial, contractual, and administrative operations of the project, ensuring efficient and appropriate resource allocation, effective and accurate budget management, pro-active risk mitigation, and innovative and high-quality technical services
- Ensures compliance with USAID rules and regulations and prevailing local laws, regulations, and industry standards
- Oversees budget analysis, projections, and burn rate, ensuring alignment with the project’s scope of work and financial targets. Continuously monitors financial performance against the approved project and company budgets and provides corrective action where necessary
- Anticipates corporate risk, implements strategies, and takes steps, including those that require cross-departmental and corporate-level collaboration, to lessen impact or mitigate those risks; documents and share risk related best practices and innovations company-wide, including in the project office
- Leads the start-up/closeout of the projects, including overseeing the project management and start-up/closeout teams
- Develops effective working relationships with clients, counterparts, partners, and stakeholder
- Leads client relationships and continually promotes outstanding client service with corporate office staff and project teams. Responds to CPARs (if applicable), in consultation with the Chief of Party
Technical Leadership
- Leverages advanced technical leadership expertise to achieve project goals and objectives
- Utilizes knowledge of innovations, evidence, best practices, and lessons learned to implement high-quality standards for project success
- Defines technical scopes of work and manages the deployment of technical resources (staff, tools, technology) to meet project technical needs. Addresses any issues promptly
- Provides expert advice to clients on emerging technical trends and programming priorities
- Ensures high-quality project reports and deliverables, collaborating with the Chief of Party, to meet technical objectives and proactively address any deviations
New Business Development
- Collaborates with the business development team on proposal development and positioning
- Stays informed about industry trends, client needs, and competitive landscape
- Supports new business initiatives by leveraging industry contacts and taking on key roles in proposals, such as capture lead, proposal lead, technical writer, and section writer
- Travels periodically to explore new business opportunities and gather information for technical proposal development
- Leverages existing project success to identify new business opportunities, whether expanding current program offerings or pursuing new client relationships
- Engages with key clients and counterpart staff regarding new business opportunities
- Cultivates partnerships with international, regional, and local partners to strengthen strategic new business efforts and enhance proposal competitiveness
Company Management and Leadership
- Promotes Q2 Impact’s values and ethical standards
- Supports the development and implementation of the company strategy
- Serves as a leader and representative of the company, promoting Q2 Impact’s achievements and brand
- Supervises, manages, and mentors a team of direct reports (including Chiefs of Party and Project Managers) setting clear performance goals and expectations; providing ongoing, regular constructive feedback throughout the year as well as during the annual review process; and fostering professional development and growth
- Leads and/or supports strategic staff recruitment
- Cultivates a productive, motivating, collaborative high-performing work environment by promoting teamwork and cross-departmental cooperation
- Performs additional duties as assigned
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
- Bachelor’s degree or equivalent work experience; master’s degree preferred in international development, international affairs, management, social sciences, or another relevant field.
- At least ten (10) years of demonstrated relevant experience within an international development context, with a minimum of five (5) years of demonstrated senior-level and supervisory experience (e.g., Chief of Party, Project Director, Principal Investigator, Deputy Director).
- Deep understanding of USAID contractual regulations, ensuring full compliance with all terms, conditions, and performance requirements.
- Significant knowledge and skills in relevant technical areas, such as youth and social inclusion, governance, peacebuilding, MEL/CLA, workforce development, organizational development, AI, and knowledge management.
- Demonstrated ability to create and maintain effective working relations with international organizations, US Government agencies, NGO partners, private sector partners, impact investors, and host country governments (including senior government officials).
- Demonstrated experience solving complex technical, managerial, or operational problems and evaluating options based on relevant information, resources, well-rounded experience, and knowledge.
- Demonstrated leadership, management, organizational, and decision-making skills, including fluency in and demonstrated application of financial and project management systems.
- Willingness to travel (up to 30%) to international locations.
- Fluency in English oral and written communication.
- Must be authorized to work in the United States.
