POSITION SUMMARY AND PURPOSE
The Senior Project Manager (SPM) is responsible for Q2 Impact’s project(s) delivery, responsible for core contractual, financial, management, and administrative functions as well as for providing technical support and contributing to business development efforts, as appropriate. The ideal candidate brings specialized knowledge and experience in USAID project management, exercising sound judgment and the ability to perform duties with minimal guidance or supervision. The SPM ensures consistent implementation of systems, policies, and procedures to ensure operational excellence, effective project and financial management, and high-quality coordinated support from the home office to projects teams. This position reports to the Project Director and may also supervise Project Managers and Coordinators, when applicable. The preferred location for this role is in the Washington, DC Metropolitan area.
PRIMARY RESPONSIBILITIES
Project Management
• Acts as primary point of contact between the project office and home office Contracts and Compliance, Finance and Accounting, Human Resources, Communications, Business Development, and IT teams for the projects.
• Works closely with field teams to provide operational guidance, ensure alignment with project goals, and resolve challenges in project implementation.
• Ensures effective and efficient project operations and management of resources.
• Tracks project performance against key indicators, work plans, and budgets, ensuring timely and high-quality deliverables to clients.
• Ensures contractual, administrative, and financial compliance with Q2 Impact’s policies and procedures, USAID rules and regulations, and host country laws, including labor laws and policies, tax reporting regulations, and audit requirements.
• Monitors and reports project(s) risks (e.g., financial, operational, security, and reputational) and suggests solutions to minimize and mitigate risk.
• Liaises with USAID Contracting/Agreement Officer or Contracting/Agreement Officer’s Representative as needed and resolves company level issues that arise with project partners.
• Drafts, reviews, and manages approvals for contract related instruments and deliverables related to consultants, subcontractors/sub awardees, service providers, and other partners.
• Ensures procurement and asset management comply with Q2 Impact and USAID requirements.
• Provides financial management of project(s) – including, but not limited to, developing and managing complex project budgets and subcontractor/subaward budgets; creating and managing projections and monthly burn rates; and managing partner and client deliverable, invoices, and payments - to meet financial performance targets in conjunction with project office.
• Assists in developing, updating, and improving operational procedures, policies, tools, recordkeeping, and duties to improve consistency, efficiency and promote best practices in project management and support.
• Supports the identification and mobilization of project level consultants, employees, and home office project management staff.
• Supports the development of security strategies, plans, and processes.
• Visits project offices to monitor and support project operations and implementation, such as conducting training; conducting or responding to audits; providing input to work planning; conducting technical research; and performing other relevant tasks.
• Coordinates project start-up and close-out.
Technical Support
• Assists with the development of technical documents related to monitoring, evaluation, and learning (MEL); collaborating, learning, and adapting (CLA); knowledge management (KM) and organizational development (OD) as assigned.
• Supports the submission of high-quality client technical deliverables.
• Delivers technical tasks related to MEL, CLA, KM, and OD, as assigned.
• Identifies opportunities with project teams to integrate innovation, data, and technology into work.
New Business Development
• Remains abreast of client needs and opportunities.
• Supports proposal preparation efforts and capture activities.
• Supports proposal development including drafting technical inputs; identifying personnel, partners, and resources; contributing to budgets and cost narratives; and supporting the production of proposals.
Management and Leadership
• Promotes Q2 Impact’s values and ethical standards.
• Supports the development and implementation of the company strategy.
• Serves as a representative of the company, promoting Q2 Impact’s achievements and brand.
• Cultivates a productive, motivating, collaborative high-performing work environment by promoting teamwork and cross-departmental cooperation.
• Supervises project team members, if needed, and conducts performance evaluations, provides mentorship, and fosters skills growth.
• Performs additional duties as assigned.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
• Bachelor’s degree in international development, international relations, public administration, economics, social sciences, or related field. Master’s degree preferred.
• Minimum of seven years of experience in managing USAID projects.
• Demonstrated experience in project, financial, and contractual management and ability to support complex project operations.
• Demonstrated proficiency in rules and regulations related to USAID contracts, cooperative agreements, and grants including a substantive understanding of USAID ADS, FAR, AIDAR and other USG international regulations.
• Knowledge and skills in relevant technical areas, such as the USAID Program Cycle, MEL, CLA, KM, OD, AI, and knowledge management, preferred.
• Excellent interpersonal communication and facilitation skills to guide multi-cultural teams and maintain positive working relationships both internally and externally.
• Meticulous, organized, systems thinker, and a proactive problem solver.
• Willingness to travel to international locations (up to 30%).
• Excellent English written and oral communication skills.
• Fluency in Arabic and experience in Egypt preferred.
• Must be authorized to work in the United States.
