Position: Evaluation Team Lead

Location: Remote with potential international travel

Contract Type: Fixed-Term, 12 Months

Reports To: DFC CO and COR

Client: U.S. International Development Finance Corporation (DFC)

Q2IMPACT is seeking a highly capable, mission-driven, and culturally competent Evaluation Team Lead to provide overall leadership and management of an independent evaluation of DFC’s portfolio of approximately 15 critical infrastructure investments. The Team Lead will be responsible for the coordination of multidisciplinary teams, stakeholder engagement, quality assurance of deliverables, and effective communication with the DFC Contracting Officer and Technical Team. The Team Lead ensures that the evaluation meets technical, ethical, and contractual standards and delivers high-quality, actionable results aligned with DFC priorities.


PRIMARY RESPONSIBILITIES

  • Lead the execution of the evaluation according to the approved Evaluation Protocol and Workplan.

  • Serve as the primary liaison with DFC staff, including CO, COR, and GTM.

  • Coordinate weekly status calls and monthly briefings with DFC stakeholders.

  • Manage a multidisciplinary evaluation team, ensuring timely and quality deliverables.

  • Provide oversight for both qualitative and quantitative components of the evaluation.

  • Facilitate the integration of sector-specific insights (ICT, transport, energy, etc.) into the evaluation.

  • Ensure adherence to environmental, social, and ethical standards during data collection and reporting.

  • Oversee preparation and delivery of reports, case studies, presentations, and webinars.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Master’s or PhD in Evaluation, International Development, Public Policy, or related field.

  • At least 10 years of experience managing large-scale evaluations, preferably in international infrastructure or development finance.

  • Demonstrated ability to lead diverse teams and manage complex, multi-country assignments.

  • Familiarity with DFC, USAID, MCC, or other U.S. Government development evaluation frameworks.

  • Excellent leadership, interpersonal, and communication skills.

PREFERRED SKILLS

  • Experience working with U.S. Government agencies, especially DFC, USAID, MCC, or similar institutions.

  • Familiarity with DFC frameworks such as the Impact Quotient (IQ), Development Outcomes Survey, and Environmental & Social Policies.

  • Proficiency in modeling software such as Excel (advanced), R, or Stata.

TRAVEL REQUIREMENTS

  • Occasional international travel may be required for in-country data collection and stakeholder engagement. Travel must be pre-approved by the COR and will be reimbursed per the Federal Travel Regulation (FTR).
