Q2 Impact is recruiting an experienced Chief of Party (COP) to lead the anticipated USAID/Georgia Collaborating, Learning and Adapting Activity in in Tbilisi, Georgia. The Activity will facilitate data-driven decision making and evidence-based collaborating, learning and adapting within USAID/Georgia and its partners, and support USAID/Georgia’s Country Development Cooperation Strategy to improve development outcomes in Georgia. This position will report to the Director of Program Operations at Q2 Impact’s Home Office in the USA. The successful candidate will be submitted as Key Personnel as part of the bid process and onboarded as successful contract award to Q2 Impact and USAID approval. This position will be based in Tbilisi, Georgia.

The Chief of Party (COP) will be responsible for strategic vision, technical and operational leadership, and management of the project. They will be responsible for overseeing long-term expatriate and local staff, as well as short-term technical experts in achieving program results. The COP will ensure compliance will represent the program to external audiences, including USAID and other programs or donors as needed.

PRIMARY RESPONSIBILITIES

  • Provide technical leadership, administrative and operational oversight, and direction for all programmatic and administrative issues;
  • Lead relations with the USAID Contract Officer’s Representative, Program Office, technical offices and front office to collaboratively develop plans and define priorities relating to MEL and CLA.
  • Serve as lead supervisor of project personnel, short-term experts, subcontractors, and grantees to achieve project objectives in a timely manner;
  • Support and oversee the execution and delivery of technical work required under the contract, including the design, development and implementation of performance and impact evaluations, sector assessments, baseline assessments, performance monitoring and other learning products.
  • Serve as Q2 Impact’s point of contact for USAID/Georgia government institutions, other implementing partners, and other key stakeholders as well as maintaining effective relationships with the private sector and civil society actors;
  • Manage and oversee the project’s overall administrative, technical and financial operations and ensure overall health of the project;
  • Manage and strengthen CLA capacity building/training activities for Mission staff, IPs, and other Mission stakeholders including developing curriculum and materials, facilitating workshops, and convening stakeholders to promote the effective use of knowledge and information generated by USAID and its partners.
  • Lead the development and submission of project deliverables, such as reports, annual work plans, and other items as specified by the contract
  • Ensure program adheres to USAID rules and regulations as well as Q2 Impact’s policies and procedures
  • Oversee the grant making process, ensuring compliance with Q2 Impact’s policies and USAID’s regulations.
  • Oversee the implementation of security policies and procedures, and provides leadership in managing security incidents; and
  • Foster a collaborative, team-oriented environment that actively solicits inputs from team members and provides opportunities for growth

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Master’s degree or higher in a relevant field such as international development.
  • Minimum of ten (10) years’ experience with increasing responsibility, preferably in conflict affected/post-conflict environments.
  • At least three (3) years of senior leadership and supervisory experience on USAID programs, previous experience as a USAID COP strongly preferred.
  • Proven experience managing multi-year, multi-million dollar projects.
  • Thorough understanding of CLA and how the framework improves USAID’s programs.
  • Excellent writing and communications skills in English.
  • Proven experience working in, leading, and responding to analytical tasks including research design, data analysis, and contextual analysis to inform program strategy and design, and delivery of high-quality reports and briefings.
  • Previous experience working in Georgia will be considered an asset.
  • At least three (3) years of grants program management experience, preferably under a contract, to include a wide variety of grants mechanisms.
  • Demonstrated experience with remote management in fluid operating environments.
  • Previous successful representational experience with donors, international NGOS, and all levels of host governments and communities.
  • Experience in promoting the equity and inclusion of women, youth, and other marginalized groups.
  • Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively with a wide range of staff and stakeholders.
  • Ability to travel throughout Georgia as needed to oversee program activities and engage with communities, security situation permitting.
