Q2 Impact is recruiting a Deputy Chief of Party (COP) to lead the anticipated USAID/Georgia Collaborating, Learning and Adapting Activity in in Tbilisi, Georgia. The Activity will facilitate data-driven decision making and evidence-based collaborating, learning and adapting within USAID/Georgia and its partners, and support USAID/Georgia’s Country Development Cooperation Strategy to improve development outcomes in Georgia. This position will report to the Chief of Party located within the country office in Tbilisi, Georgia. The successful candidate will be submitted as Key Personnel as part of the bid process and onboarded as successful contract award to Q2 Impact and USAID approval. This position will be based in Tbilisi, Georgia.

The DCOP will work in close coordination with the COP to oversee program activities, manage the grants portfolio, and supervise program staff. They will work closely with the Monitoring Evaluation and Learning (MEL) Director to disseminate results and learning from program activities to improve program performance and impact.

PRIMARY RESPONSIBILITIES

  • Ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the Task Order SOW. This will include monitoring grantee worthiness, ensuring that all procurement processes are perceived as transparent by beneficiary communities, assuring fair and transparent procurement processes, review of financial management, and monitoring grant implementation.
  • Provide day-to-day oversight and quality assurance for all technical areas and support to MEL Director;
  • Act as secondary liaison with COP to USAID;
  • Ensure that the most reasonable, fair, expeditious, and appropriate procurement choices were made pursuant to the Contractor Procurement Guide.
  • Supervise the Contractor’s day-to-day field presence in the areas of operations (including the project’s facilities such as office space, equipment, and project vehicles), administration, logistics, procurement, budgeting, and financial accounting.
  • Ensure continuous liquidity for the project; handling all human resource issues; supervising the day-to-day implementation of all grants made under the program; and investigating and identifying new ways of achieving program efficiencies.
  • Coordinate with the Contractor Home Office on all compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictions.
  • Participate as the Team Leader or senior team member on assessments and evaluations, as required.
  • Support the selection and engagement of local partners and experts for activities, and support team development, training, and execution of activities;
  • Employ strong CLA (Collaborating, Learning and Adapting) practices throughout the work, with an understanding of the USAID Program Cycle;
  • Engage fully as a member of the Q2 Impact staff team, including participating in staff meetings and other Q2 Impact events, and providing administrative support to other team members as needed.
  • Undertake other duties as assigned by the COP.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

Experience and Skills

  • Bachelor’s degree in a relevant field. Master’s degree preferred but not required.
  • Minimum of five (5) years in a leadership role as DCOP with demonstrated experience leading complex monitoring and evaluation portfolios.
  • Previous work experience in Georgia and/or familiarity with USAID/Georgia Mission.
  • Superior written and verbal English skills is required.
  • Demonstrated ability to hire and supervise local personnel, ensuring they are onboarded and trained to fulfill their responsibilities.
  • Strong communication, interpersonal, diplomatic, supervision, and management skills.
  • Experience designing and implementing various types of mixed-methods evaluations (impact, performance, meta, etc.), analyses, and assessments.
  • Working knowledge of, and experience with USG-funded program management, policies, regulations and procedures.
  • Extensive experience drafting and finalizing evaluation reports.
  • Experience applying systems thinking in evaluation design, participatory data collection methods and protocols, and facilitating participatory data validation and analysis exercises.
  • Experience managing complex relationships with a variety of stakeholders.
  • Strong familiarity with USAID’s Evaluation Policy and CLA practices.
  • Experience building evaluative and learning capacities of USAID staff, implementing partners, and government counterparts highly preferred.
