Q2 Impact is recruiting a Collaborating, Learning, and Adapting (CLA) Specialist to support the anticipated USAID/Georgia CLA/MEL Activity in Tbilisi, Georgia. The Activity will facilitate data-driven decision making and evidence-based collaborating, learning and adapting within USAID/Georgia and its partners, and support USAID/Georgia’s Country Development Cooperation Strategy to improve development outcomes in Georgia. The Activity will provide comprehensive MEL services, including capacity strengthening and technical support to USAID/Georgia, local organizations and potentially the Government of Georgia.

The CLA Specialist will lead the development of knowledge management and all CLA activities. They will serve as facilitator or co-facilitator of high-level discussions among USAID staff and partners. The Specialist will produce strategic communications materials and organize learning events. The CLA Specialist must support demand-driven services including technical, analytical, consulting, training, monitoring, and design. They will ensure that monitoring and evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission's programming across Georgia.

This position will report to the Deputy Chief of Party located within the country office in Georgia. The successful candidate will be submitted as Key Personnel as part of the bid process and onboarded as successful contract award to Q2 Impact and USAID approval. This position will be based in Georgia, and local candidates are highly encouraged to apply.

PRIMARY RESPONSIBILITIES

  • Foster strong collaborative relationships with key stakeholders, serve as a convener for dialogue and learning around emerging issues, assist in identifying and responding to key learning questions and coordinate efforts amongst implementing partners (IPs) working on common Development Objectives (DOs).
  • Implement and manage USAID/Georgia’s Performance Management Plan (PMP) that outlines key learning questions, stakeholders and their roles.
  • Undertake other duties as assigned by the DCOP.
  • Participate in, and support capacity building activities for Mission staff, IPs, government counterparts and other stakeholders in CLA methods, knowledge management, and adaptive management approaches.
  • Synthesize findings from evaluations, assessments, studies and other sources for use in USAID portfolio reviews, project and activity designs, communications, stakeholder coordination and reporting.
  • Compile and share information from quantitative and qualitative research on successful approaches, lessons learned and other programmatic results to Mission teams and other stakeholders.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

Experience and Skills

  • Bachelor’s degree in a relevant field. Master’s degree in a relevant field such as knowledge management or evaluation is preferred but not required.
  • A minimum of five (5) years of progressive experience with monitoring and evaluation activities in a complex international development context, with a strong emphasis on collaborating, learning and adapting (CLA).
  • Georgian citizens, and those with familiarity with USAID/Georgia Mission are strongly encouraged to apply.
  • Superior written and verbal English skills is required.
  • Sound understanding of quantitative and qualitative analytical approaches to Monitoring and Evaluation.
  • Previous experience developing and implementing knowledge management policies and frameworks.
  • Experience designing, leading and facilitating co-creation processes.
  • Strong communication, interpersonal, facilitation and diplomatic skills.
  • Strong familiarity with USAID’s Evaluation Policy and CLA practices.
  • Previous experience with previous USAID-designed Activities is strongly encouraged.
