Q2 has also managed many Institutional Support Services (ISS) contracts, including very large recruitment and staff contracts, in Washington for the United States Agency for International Development (USAID), the Department of State (DOS), and the Department of Defense (DOD).
In those contracts and with the many monitoring, evaluation, and learning (MEL) platform projects Q2 has implemented domestically and abroad, we deploy digital technologies to enhance knowledge management and integrated management information systems. This is key to enhancing management and technical strategies.
Q2 consistently demonstrates its passion for transforming lives through knowledge-based solutions and helping clients and counterparts collect, analyze, and visualize data for collaboration, learning, and adaptation.
Q2 also has significant experience implementing institutional support contracts with USAID as well as implementing large and complex recruiting, hiring, and surge staff support programs. These have included projects with the USAID Bureau for Global Health, the Bureau for Resilience, Environment, and Food Security, and the Bureau for the Middle East, Office for Iraq, among others.

POSITION SUMMARY AND PURPOSE
The QED Group, LLC (dba Q2 Impact or Q2) will pursue USAID’s Bureau for Humanitarian Assistance’s Recruitment, Hiring, and Administration of Personal Services Contract (RHAPSC) project. We encourage people who want to work with us on this project to send their Curriculum Vitae.
The selected contractor will place personal and recruiting specialist staff in the GLOE Bureau; provide on-boarding training; conduct humanitarian assistance technical and operations staff capacity building; write hiring contracts and professional scopes of work; ensure compliance with Federal Acquisitions Regulations, adherence to Office of Personnel management hiring and administration guidelines, as well as compliance with US labor laws.
POSITIONS:
The GLOE contractor will be asked to provide the following kinds of positions for GLOE:
- Federal Acquisitions Regulations (FAR) compliance experts
- Senior human resources management advisors
- Personal services contracts administration specialists
- Humanitarian Assistance program design and implementation specialist (all levels)
- Humanitarian assistance supplies procurement, distribution, and logistics officers
While we expect to place full-time staff members in many of these positions, there will be a significant need to provide advisors and experts for short-term assignments in DC or abroad.
