POSITION SUMMARY

Q2 Impact is seeking a skilled and experienced IDIQ Manager to support the anticipated United States Agency for International Development Bureau for Humanitarian Assistance (USAID/BHA) Global Evaluation and Third-Party Monitoring (GLOE-TPM) IDIQ. The IDIQ Manager will primarily be responsible for planning, managing, and overseeing the work efforts of team personnel from an IDIQ Level. This role will be instrumental in managing data collection, analysis, and reporting processes, ensuring the availability of high-quality data to inform decision-making and programmatic interventions. This position is contingent upon a successful award.

PRIMARY RESPONSIBILITIES

  • Collaborate with program teams to integrate data-driven decision-making processes into program planning and implementation.
  • Provide technical assistance and capacity building support to project staff and partners on data management and analysis best practices.
  • Plan, manage, and oversee the overall work efforts of team personnel from an IDIQ Level.
  • Interface with the Government to ensure client satisfaction.
  • Ensure overall compliance with all IDIQ and subsequent Task Order requirements and quality standards.
  • Provides guidance, direction, and ultimate management for the IDIQ.
  • Review all services for overall conformance to Government requirements.
  • Responsible for all issue resolution, program management, and other contract support including providing comprehensive account support for the IDIQ.
  • Ensure that all project budgets, personnel, and activities meet USAID standards.
  • Research and provide updates leveraging best practices and initiatives related to strengthening the IDIQ.
  • Direct and coordinate with functional areas including Human Resources, Finance, Procurement, Logistics, and Subcontracts.
  • Ensures compliance with prime contract and task order requirements by identifying gaps and implementing processes to close gaps and ensure all requirements are being met.
  • Responsible for the development, implementation, and enforcement of Standard Operating Procedures related to program activities, duties, and responsibilities

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Master’s degree in international relations, marketing, business, communications, or a related field.
  • Minimum of seven (7) years of experience in evaluations, data management, analysis, and reporting (preferably in humanitarian projects).
  • Minimum of five (5) years of experience in program management.
  • Experience managing multi-million dollar contracts.
  • Experience with USAID BHA projects and regulations is required.
  • Experience in client management.
  • Proficient in Microsoft Office Excel, Office, and PowerPoint.
  • Previous experience working in business development/business capture is required.
  • Team player with excellent interpersonal and collaboration skills.
  • Ability to lead and guide the team.
  • Proficiency in written and verbal English is required.
