Q2 Impact is recruiting an experienced Senior Organizational Learning Advisor to support the Learning Activity in Cairo, Egypt. The Senior Organizational Learning Advisor will be responsible for working closely with USAID/Egypt to provide ongoing support to cross-cutting services related to organizational development, team building, collaboration, and adaptive management. The primary focus of this role will be working with the Mission’s technical and support teams to foster and facilitate increased collaboration through a continuing CLA/OD effort named “Mission of Leaders.” (MoL) which is currently being jointly implemented by the Mission and the Egypt Learning Activity. The Learning Activity is a five-year project (2023-2027) supporting USAID/Egypt with Collaborating, Learning, and Adapting (CLA), Monitoring, Evaluation and Learning (MEL), and OD.


The candidate will support the Organizational Development Team Lead and Senior Learning and Performance Management Advisor, and be responsible for assisting Mission technical and support teams to implement strategies that foster optimal team collaboration and build a culture that fosters continuous learning and improvement. This position reports directly to the Organizational Development Team Lead for work on Objective 3 tasks and the Senior Learning and Performance Management Advisor for work on tasks related to Objectives 1 and 2. This position is based in Cairo, Egypt.

PRIMARY RESPONSIBILITIES

  • Foster increased internal collaboration within USAID/Egypt. Support the OD Team Lead to implement a comprehensive strategy aligned with USAID/Egypt’s Mission Director’s vision and OD goals and objectives for enhancing internal collaboration, team dynamics, team effectiveness and leadership behaviors.
  • Support the Mission to build a culture around increased adaptive management;
  • Facilitate a variety of retreats and workshops to foster effective teams and a culture of continuous improvement, innovation, and resilience within USAID/Egypt and with its partners and other stakeholders.
  • Stakeholder Engagement: Work with Missions Offices and teams to support implementation of action plans for various operating units, fostering buy-in and support for change initiatives across all levels of the organization.
  • Design and implement strategies to foster a culture of collaborating, learning, and adapting (CLA) within the Mission, as required by USAID agency policy, with the intention of strengthening the effectiveness of staff and teams to achieve development objectives.
  • Training and Capacity Building: Design and deliver skills workshops to build management capabilities among USAID staff and leadership.
  • Change Communication: Support the development and execution of communication plans and campaigns to effectively communicate the rationale, objectives, and benefits of change initiatives to Mission staff.
  • Monitoring and Evaluation: Establish key performance indicators (KPIs) and metrics to monitor the progress and impact of change initiatives, and regularly report on outcomes to the Learning Activity Contracting Officer’s Representative (COR).
  • Organizational Culture Development: support the OD Team Lead in fostering a culture of continuous improvement, innovation, and resilience within USAID/Egypt.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

Experience and Skills

  • Advanced Degree in Organizational Development, Business Administration, Human Resources, or a related field and a minimum of 15 years of experience working in an organizational development capacity.
  • Proven experience in change management, organizational development, or related roles, preferably within the international development sector and preferably with USAID.
  • Excellent communication, facilitation, and people skills, with the ability to effectively engage and influence stakeholders at all levels of the organization.
  • Experience in designing and delivering training programs and workshops on a variety of topics including adaptive management and organizational learning.
  • Highly analytical with strong problem-solving skills and the ability to think strategically.
  • English language required.
  • Experience working in Egypt and/or with Arabic language a plus.
