POSITION SUMMARY AND PURPOSE

Analytical Services Director: USAID Bureau for Policy, Learning, and Research Management /Research and Analysis for Development (PLR/RAD)

Q2 Impact will pursue the PLR/RAD solicitation and call for applicants apply for the Research Director/Chief of Party (RD/COP) position. The highest priority is to find a strong management candidate, with experience designing and managing multiple complex research activities at the same time. The RD/COP will work directly with the Contract Office Representative (COR) to identify evidence gaps and plan to fill those gaps with evidence generated from randomized control trails, probability studies, survey, etc.

Required qualifications for RD/COP applicates include:

  • PhD with 10 or more years in the management of the kinds of research listed above, as well as large-scale, worldwide research and analytical programs.
  • Demonstrated knowledge of research methodologies and selection of appropriate types of research given variant scenarios ranging from stable to conflict countries.
  • Strong management background, including experience managing central reporting, financial issues, meetings regarding the contract with the USAID contract officer or the contract officer representative, partner management, operations, etc.
  • Experience managing large and complex USAID institutional support contracts will be a plus. Experience managing a large learning platforms could also be a plus.
  • Knowledge of the latest methodological innovations appropriate for the learning needs of USAIF bureaus and missions and understanding of research design tradeoffs, e.g. between detecting heterogeneous effects and precision of estimates.
  • Understanding of Democracy, Governance, and Rights development programming.
