Collaborating, Learning, and Adapting (CLA) Director

Q2 Impact is seeking a dynamic and experienced Collaborating, Learning, and Adapting (CLA) Director to play a key role in the anticipated USAID/Jordan Knowledge, Monitoring, Evidence, Learning, and Research (KMELR) Activity. The KMELR Activity aims to foster a culture of learning and adaptation within USAID/Jordan and its partners, ensuring that evidence and insights inform decision-making and drive continuous improvement in program implementation. The CLA Director will be responsible for leading the design and implementation of CLA strategies, facilitating knowledge sharing, and promoting adaptive management practices. This position will report to the Deputy Chief of Party located within the country office in Amman, Jordan. The successful candidate will be submitted as Key Personnel as part of the bid process and onboarded upon successful contract award to Q2 Impact and USAID approval.

PRIMARY RESPONSIBILITIES

  • Foster strong collaborative relationships with key stakeholders, serve as a convener for dialogue and learning around emerging issues, assist in identifying and responding to key learning questions and coordinate efforts amongst implementing partners (IPs) working on common Development Objectives (DOs).

  • Lead the design and implementation of CLA approaches and activities for the KMELR Activity.

  • Collaborate with the MEL Director to integrate learning and adaptation into project activities and USAID/Jordan's broader portfolio.

  • Participate in, and support capacity building activities for Mission staff, IPs, government counterparts and other stakeholders in CLA methods, knowledge management, and adaptive management approaches.

  • Facilitate learning events, after-action reviews, and other collaborative sessions with USAID staff and implementing partners.

  • Develop and implement strategies to promote a culture of learning and adaptation within USAID/Jordan and among its partners.

  • Support the development of knowledge management systems and practices to capture, share, and apply lessons learned.

  • Contribute to the advancement of USAID's localization agenda by promoting local ownership and participation in CLA activities.

  • Ensure CLA approaches incorporate principles of diversity, equity, inclusion, and accessibility.

  • Undertake other duties as assigned by the DCOP.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Bachelor’s degree in a relevant field. Master’s degree in a relevant field such as knowledge management or evaluation is preferred but not required.

  • A minimum of five (5) years of progressive experience with monitoring and evaluation activities in a complex international development context, with a strong emphasis on collaborating, learning and adapting (CLA).

  • Jordanian citizens and those familiar with the USAID/Jordan Mission are strongly encouraged to apply.

  • Sound understanding of quantitative and qualitative analytical approaches to Monitoring and Evaluation.

  • Previous experience developing and implementing knowledge management policies and frameworks.

  • Experience designing, leading and facilitating co-creation processes.

  • Strong communication, interpersonal, facilitation and diplomatic skills.

  • Strong familiarity with USAID’s Evaluation Policy and CLA practices.

  • Previous experience with previous USAID-designed Activities is strongly encouraged.

  • Fluency in written and spoken English is required; proficiency in Arabic is an advantage.

  • Jordanian citizen preferred.
