Finance and Operations Director

Q2 Impact is seeking a highly organized and experienced Finance & Operations Director to provide critical support to the anticipated USAID/Jordan Knowledge, Monitoring, Evidence, Learning, and Research (KMELR) Activity. The Finance & Operations Director will be a key member of the KMELR Activity team, ensuring the efficient and compliant management of financial and operational systems, enabling the successful implementation of the Activity's objectives. This position will report to the Chief of Party located within the country office in Amman, Jordan. The successful candidate will be submitted as Key Personnel as part of the bid process and onboarded upon successful contract award to Q2 Impact and USAID approval.


PRIMARY RESPONSIBILITIES

  • Oversee the overall financial management of the KMELR Activity, ensuring compliance with USAID regulations and Q2 Impact policies.

  • Develop and implement financial management systems, including budgeting, accounting, and reporting procedures.

  • Prepare and monitor project budgets, track expenditures, and provide regular financial reports to USAID and Q2 Impact headquarters.

  • Review and approve financial transactions, ensuring accuracy and adherence to internal controls.

  • Manage cash flow and banking operations, ensuring adequate liquidity and safeguarding assets.

  • Liaise with external auditors and ensure timely submission of financial audits.

  • Oversee the day-to-day operations of the KMELR Activity, ensuring smooth and efficient functioning of all administrative and logistical processes.

  • Manage procurement and inventory, ensuring compliance with USAID regulations and Q2 Impact policies.

  • Supervise administrative and support staff, providing guidance and ensuring performance standards are met.

  • Manage office facilities, IT infrastructure, and other operational resources.

  • Ensure compliance with local labor laws and regulations.

  • Oversee the recruitment, onboarding, and performance management of KMELR Activity staff.

  • Maintain personnel records and ensure compliance with HR policies and procedures.

  • Administer payroll and benefits, ensuring accuracy and timeliness.

  • Foster a positive and inclusive work environment.

  • Identify and assess financial and operational risks, implementing mitigation measures to safeguard the KMELR Activity.

  • Ensure compliance with all relevant USAID regulations, Q2 Impact policies, and local laws.

  • Conduct regular internal audits and reviews to ensure adherence to financial and operational procedures.

  • Undertake other duties as assigned by the COP or DCOP .

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Bachelor’s degree in Finance, Accounting, Business Administration or relevant discipline.

  • Minimum of ten (10) years of experience in managing, in increasing roles of responsibility, finance, procurement, contracts management, construction, logistics and/or human resource related matters for international development activities of similar dollar value.

  • Demonstrated experience in managing budgets, financial reporting, and procurement.

  • Proven track record in supervising staff and managing operations.

  • Familiarity with USAID rules and regulations, as well as Jordanian financial and labor laws.

  • Strong financial and analytical skills, with proficiency in accounting software and budgeting tools.

  • Experience in managing donor funded procurements and subcontracts/grants.

  • Prior experience working in Jordan or the Middle East region is highly desirable.

  • Fluency in written and spoken English is required; proficiency in Arabic is an advantage.

  • Jordanian citizen preferred.
