Q2 Impact is recruiting a MEL/CLA (Monitoring, Evaluation, and Learning/Collaboration, Learning, and Adapting) Director for the anticipated USAID/Indonesia PRO – Monitoring, Evaluation, Collaborating, Learning, and Adapting – MEL/CLA Platform opportunity in Jakarta, Indonesia. The activity will contribute to the execution of the U.S. Government's and USAID's present priorities, including the Indo-Pacific Vision, and any future priorities that may emerge during the duration of the activity. This support involves tasks related to design, Monitoring & Evaluation (M&E), CLA, Knowledge Management (KM), and the distribution of results and insights throughout the program cycle. This position will report to the Deputy Chief of Party (DCOP) located within the country office in Jakarta, Indonesia. The successful candidate will be submitted as part of the bid process and onboarded upon successful contract award to Q2 Impact and USAID approval (position contingent on contract award). This position will be based in Jakarta, Indonesia.
The MEL/CLA Director will work in close coordination with the DCOP and the other personnel to disseminate results and learning from program activities to improve program performance and impact.
PRIMARY RESPONSIBILITIES
•Provide oversight of day-to-day implementation of all MEL/CLA related activities under the project.
•Participate as the Team Leader or senior team member on assessments and evaluations.
•Oversee the team that conducts the data collection, entry, verification, analysis and reporting on achievements against set targets, highlighting emerging patterns and offering clear reports on findings and conclusions. Ensure high quality data is reported.
•Employ strong MEL/CLA practices throughout the work, with an understanding of the USAID Program Cycle.
•Provide support for the recruitment of consultants and temporary field staff for MEL/CLA -related activities.
•Ensure high quality of data, integrity and data security standards and procedures are in place and aligned with country national monitoring and evaluation guidelines, protocols, information and reporting systems.
•Conduct analyses and contribute to the preparation of required, periodic project reporting by capturing performance results and ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
•Provide data use training, mentoring and coaching to project and subcontractor staff.
•Work closely with the Chief of Party (COP), DCOP, and other stakeholders to develop and implement a learning agenda for continuous learning, collaboration and adaptation to further the Activity’s Development Objectives outlined in the Country Development Cooperation Strategy (CDCS).
•Participate in relevant MEL/CLA technical working groups and coordinating bodies, work with relevant USAID technical offices and government ministry departments as appropriate.
•Contribute to developing and sharing information and knowledge products with all relevant stakeholders in a timely manner.
•Contribute to the design of MEL/CLA activities for the annual workplan.
•Provide coaching, training and other capacity-building support to all MEL/CLA staff.
•Engage fully as a member of the Q2 Impact staff team, including participating in staff meetings and other Q2 Impact events, and providing administrative support to other team members as needed.
•Undertake other duties as assigned by the COP or DCOP.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
Experience and Skills
•Master’s degree in social science research, statistics, economics, monitoring & evaluation, or relevant discipline.
•Minimum of five (5) years of experience in the design and implementation of MEL/CLA in international donor/USAID funded projects.
•Previous work experience in Indonesia and/or familiarity with USAID/Indonesia Mission preferred.
•Excellent writing and communication skills in English and Indonesian.
•Demonstrated ability to hire and supervise local personnel, ensuring they are onboarded and trained to fulfill their responsibilities.
•Strong communication, interpersonal, diplomatic, supervision, and management skills.
•Experience designing and implementing various types of mixed-methods evaluations (impact, performance, meta, etc.), analyses, and assessments.
•Working knowledge of, and experience with USG-funded program management, policies, regulations and procedures.
•Extensive experience drafting and finalizing evaluation reports.
•Experience applying systems thinking in evaluation design, participatory data collection methods and protocols, and facilitating participatory data validation and analysis exercises.
•Experience managing complex relationships with a variety of stakeholders.
•Strong familiarity with USAID’s Evaluation Policy and MEL/CLA practices.
•Experience building evaluative and learning capacities of USAID staff, implementing partners, and government counterparts highly preferred.
