Q2 Impact is recruiting a Deputy Chief of Party (DCOP) for the anticipated USAID/Iraq Performance Management and Evaluation Services Activity (PMES) II in Baghdad, Iraq. The Activity will provide USAID/Iraq with comprehensive monitoring, evaluation, and learning (MEL) services to improve performance management, support informed decision-making, and advance USAID's learning agenda. This position will report to the Chief of Party located within the country office in Baghdad, Iraq. The successful candidate will be submitted as Key Personnel as part of the bid process and onboarded upon successful contract award to Q2 Impact and USAID approval.
PRIMARY RESPONSIBILITIES

Provide day-to-day oversight and quality assurance for all technical areas, including MEL, research, and knowledge management activities.

Supervise the project's day-to-day operations, including administration, logistics, procurement, budgeting, and financial accounting.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

Minimum of seven (7) years of experience in MEL, CLA, and research activities in challenging environments, with at least three (3) years in a leadership role.

Strong communication, interpersonal, diplomatic, supervision, and management skills.

Experience designing and implementing various types of mixed-methods evaluations (impact, performance, meta, etc.), analyses, and assessments.

Working knowledge of, and experience with USG-funded program management, policies, regulations, and procedures.

Demonstrated commitment to promoting diversity, equity, inclusion, and accessibility in program activities and team management.
