POSITION SUMMARY AND PURPOSE

Q2 IMPACT is looking for Human Resources Specialist, to join our team and support the day-to-day activities of human resource department for our field office(s). This position is responsible for management and administration of several imperative HR processes. The HR specialist will also assist in talent acquisition related to all facets of identifying, selecting, and onboarding new staff for project, and proposal needs. This is a varied role including processing the full-employee lifecycle, employee relations, producing reports, learning and development as well as recruitment. The HR Specialist will be responsible for daily transactions, recruitment, benefits, training and other human resources functions.

PRIIMARY RESPONSIBILITIES

Talent Acquisition:
The HR Specialist will be primarily responsible for providing recruitment support to field office(s) with proposal recruitment. Desired candidates should demonstrate knowledge and experience in government contracting recruitment of international and domestic staff, contingent hires and short-term consultants.

The responsibilities would primarily include but not limited to –

  • The HR Specialist will be primarily responsible for providing recruitment support to Q2 IMPACT’s project(s) and assist the field office(s) with proposal recruitment. Desired candidates should demonstrate knowledge and experience in recruitment of international and domestic staff, contingent hires and short-term consultants,
  • Conduct and lead project-specific and proactive recruitment for personnel in collaboration with programs/operations group by preparing job descriptions, posting ads, and managing the hiring process,
  • Identify potential candidates through databases, contacts/networks, internet, publications, and head hunting. Coordinate all project recruitment advertising;
  • Contact potential candidates and communicate Q2 IMPACT’s interests. Must be able to articulate proposal/project commitments; contract compliance on contingent hires; and accurate representation of Q2 IMPACT’s personnel benefits;
  • Develop and maintain recruitment database to track skills, history, and status of consultants;
  • Track receipt of recruitment documentation from subcontractors and individuals and distribute to relevant parties. Communicate clearly with program teams on personnel availability, whereabouts, salary requirements, dependents, and other special requests;
  • Review resumes with program teams for field positions to select suitable candidates. Conduct background and reference checks for potential nominees, particularly for long-term positions,
  • Prescreen applicants and gather information for job fitness
  • Maintain networks in critical sectors to keep in touch with pools of talented potential staff,
  • Maintain postings in applicant tracking system, company website and other posting sites to keep job postings up to date, closing filled positions, tracking applications, registering new candidates, and uploading relevant documentation,
  • Ensure compliance with all governmental (OFCCP, EEOC, Federal Selection Guidelines, and ADA) and client employment specifications, as well as Q2 IMPACT’s policies and procedures,
  • Create and implement effective onboarding and offboarding plans.

Talent Management:
The HR Specialist would be responsible for all the people functions of the organization in accordance with the policies and practices of Q2 IMPACT as well as the laws, regulations and administrative rulings of applicable governmental organizations, and other regulatory and advisory authorities and organizations of the host country of the project.

The responsibilities would primarily include but not limited to –

  • Maintaining physical and digital personnel records like employment contracts, equal employment opportunity data, attendance and PTO requests according to policy and legal requirements;
  • Update internal databases with new hire information;
  • Provide counselling on policies and procedures;
  • Drive the performance management process for the field office;
  • Support the management of disciplinary and grievance issues,
  • Review employment and working conditions to ensure legal compliance;
  • Ensure accurate and timely processing of payroll including new hires, terminations, and changes to pay rates. Prepare and maintain accurate records and reports of payroll transactions of deductions, time and attendance, loans, allowances, and bonuses. Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices;
  • Develop and maintain appropriate policies, programs, and procedures for staff engagement and identify ways in which key field office staff can be retained, and proactively finding new ways to drive new talent to the firm to ensure Q2 IMPACT’s success in its recruitment efforts,
  • Coordinate other related areas such as relocation, internal employee communication, employee safety and health.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Bachelor’s degree in related field;
  • 2-4 years of US government contracting recruitment experience,
  • Significant experience with international personnel issues and pay, or consulting industry,
  • Knowledge of HR functions (pay & benefits, recruitment, training & development etc.);
  • Understanding of labor laws and disciplinary procedures,
  • Proficient in MS Office; and HR Generalist role
  • Excellent communication and interpersonal skills.

PREFERRED EDUCATION, EXPERIENCE, SKILLS & QUALIFICATION

  • HR Certification preferred;
  • Experience working in a global setting in government contracting,
  • Knowledge of HRMS/HRIS, Payroll, ATS, Employee Navigator a plus
