Q2 Impact seeks a Gender Equality, Youth, and Social Inclusion (GEYSI) Expert for the anticipated USAID/Cambodia Employ Workforce Development Initiative (Employ). The purpose of the initiative is to equip Cambodians with job skills tailored to sectors that are driving inclusive and sustainable growth and economic diversification by working directly with and through local partners such as private businesses, universities and vocational training institutions. The initiative will prepare Cambodia’s emerging workforce with the skills and knowledge that will allow them to compete for and thrive in the jobs of tomorrow. Employ will also emphasize improving the capabilities of women and youth in science, technology and innovation, concentrating on areas like the green economy, STEM-related fields, digital technology and manufacturing.
The individual will be required to liaise with Q2I’s home office in Arlington, VA, and office in India.
This is anticipated to be a five-year activity (2024-2029). This position is contingent upon award and anticipated to be based in Phnom Penh City, Cambodia.
PRIMARY RESPONSIBILITIES
The Gender Equality, Youth, and Social Inclusion (GEYSI) Expert will be responsible for supporting the inclusion of women, youth, persons with disabilities and other traditionally marginalized populations throughout project activities and operations including by providing on-site technical assistance and capacity strengthening to staff and partners.
The specific duties to be carried out by the successful candidate are:
Lead the development of a GEYSI plan and integrate GEYSI throughout all activities and operations while aligning with USAID policies and approaches to the inclusion of women, youth, and persons with disabilities such as USAID's Gender Equality and Women's Empowerment Policy and USAID's Youth in Development Policy.
Provide technical guidance to the project team to ensure that gender and social inclusion considerations are mainstreamed in all stages of project cycle management, including planning, implementation, monitoring, and evaluation.
Ensure that the project includes GEYSI targets in its monitoring, evaluation, and learning plan, and that data is disaggregated by age, gender, and disability.
Oversee the application of gender-responsive, youth inclusive, and disability accessible program approaches.
Ensure activities are designed and implemented using a positive youth development approach and do no harm/safeguarding lens.
Ensure the project accounts for and addresses youth and intersecting factors (gender, disability, education, geographic location, etc.) and promotes equitable and accessible participation.
Design and implement inclusion analyses and research as relevant.
Train staff and local partners on GEYSI policies and procedures, and approaches to inclusive development.
Interface regularly with youth, women, and persons with disabilities’ organizations and organizations that represent marginalized communities, and maintain positive, productive relationships with the representatives and their constituents.
Develop and facilitate gender and social inclusion capacity-building workshops and trainings for project staff, partners, and stakeholders to promote better understanding on issues related to gender, youth, and social inclusion.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
Bachelor's degree (Master's preferred) in youth development, gender studies, human rights, economics, workforce development international development or relevant field strongly preferred.
At least eight (8+) years of experience supporting gender and youth programming in workforce development
Knowledge of USAID’s policies and program approaches related to youth, women, and persons with disabilities.
Experience conducting gender and youth analyses.
Experience working on and leading teams for USAID contracts and/or cooperative agreements. Knowledge of USAID rules, regulations and policies.
Demonstrated adaptive leadership and effective and inclusive communication skills including working with traditionally marginalized and excluded populations.
Demonstrated ability to work in complex environments, and work with and between different stakeholders, including local organizations, marginalized populations, government institutions, private sector entities, and US Government agencies.
Fluency in English (oral, writing, and reading). Knowledge of Khmer is a plus but not a requirement.
Strong management and interpersonal skills.
Ability to travel within Cambodia and occasionally internationally.
Knowledge of the political, social, and economic context of Cambodia is preferred
