Q2 Impact is recruiting a Deputy Chief of Party (DCOP) for the anticipated USAID/Monitoring, Evaluation, Collaborating, Learning, and Adapting (MECLA) Platform in in Jakarta, Indonesia. The activity will contribute to the execution of the U.S. Government's and USAID's present priorities, including the Indo-Pacific Vision, and any future priorities that may emerge during the duration of the activity. This support involves tasks related to design, Monitoring & Evaluation (M&E), Collaborating, Learning, and Adapting (CLA), Knowledge Management (KM), and the distribution of results and insights throughout the program cycle. This position will report to the Chief of Party located within the country office in Jakarta, Indonesia. The successful candidate will be submitted as Key Personnel as part of the bid process and onboarded upon successful contract award to Q2 Impact and USAID approval (position contingent on contract award). This position will be based in Jakarta, Indonesia.
The DCOP will work in close coordination with the COP to oversee program activities and supervise program staff. They will work closely with the Monitoring Evaluation and Learning (MEL) Director to disseminate results and learning from program activities to improve program performance and impact.
PRIMARY RESPONSIBILITIES
Work in close coordination with the COP to oversee program activities, manage the research portfolio, and supervise program staff.
Ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the SOW.
Provide day-to-day oversight and quality assurance for all technical areas, including MEL, CLA, research, and knowledge management activities.
Support the COP in liaising with USAID and other stakeholders, representing the project as needed.
Oversee the development and implementation of performance monitoring plans, data analysis processes, and evaluation methodologies.
Oversee the MEL Director and CLA Director to disseminate results and learn from program activities to improve program performance and impact.
Support the selection and engagement of local partners and experts for activities, promoting USAID's localization agenda.
Employ strong CLA practices throughout the work, with an understanding of the USAID Program Cycle.
Support capacity building initiatives for USAID staff, implementing partners, and local organizations in MEL and CLA practices.
Contribute to the development of data visualization tools and infographics to effectively communicate program results and learning.
Supervise the project's day-to-day operations, including administration, logistics, procurement, budgeting, and financial accounting.
Participate as the Team Leader or senior team member on assessments and evaluations, as required.
Engage fully as a member of the Q2 Impact staff team, including participating in staff meetings and other Q2 Impact events, and providing administrative support to other team members as needed.
Undertake other duties as assigned by the COP.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
Advanced degree in a relevant field such as international development or social sciences or equivalent experience.
Minimum of seven (7) years of experience in MEL, CLA, and research activities, with at least three (3) years in a leadership role.
Previous work experience in Indonesia and/or familiarity with USAID/Indonesia Mission preferred.
Experience designing and implementing various types of mixed-methods evaluations (impact, performance, meta, etc.), analyses, and assessments.
Working knowledge of, and experience with USG-funded program management, policies, regulations, and procedures.
Extensive experience drafting and finalizing evaluation reports and knowledge products.
Experience applying systems thinking in evaluation design, participatory data collection methods and protocols, and facilitating participatory data validation and analysis exercises.
Strong familiarity with USAID's Evaluation Policy and CLA practices.
Experience building evaluative and learning capacities of USAID staff, implementing partners, and government counterparts highly preferred.
Excellent writing and communication skills in English and Indonesian.
Demonstrated ability to hire, supervise, and manage local personnel, ensuring they are onboarded and trained to fulfill their responsibilities.
Strong communication, interpersonal, diplomatic, supervision, and management skills.
