Q2 Impact is recruiting a Director of Monitoring, Evaluation and Learning (MEL) to support the USAID/Jordan Knowledge, Monitoring, Evidence, Learning, and Research (KMELR) Activity in Amman, Jordan. The Activity will provide USAID/Jordan with empirical data on program effectiveness, deepen accountability, foster learning and knowledge management, and improve MEL and Collaborating, Learning and Adapting (CLA) capacity within USAID/Jordan Mission and Jordan in general. This position will report to the Deputy Chief of Party located within the country office in Amman, Jordan. The successful candidate will be submitted as Key Personnel as part of the bid process and onboarded upon successful contract award to Q2 Impact and USAID approval.
PRIMARY RESPONSIBILITIES
Provide oversight of day-to-day implementation of all MEL-related activities under the project.
Lead and participate in assessments, evaluations, and research studies, ensuring high-quality methodologies and execution.
Oversee the development and implementation of performance monitoring plans, data collection, analysis, and reporting processes.
Ensure data integrity, quality, and security standards align with USAID and national guidelines.
Conduct analyses and contribute to project reporting, capturing performance results and integrating lessons learned into project implementation.
Provide data use training, mentoring, and coaching to project staff and partners.
Collaborate with the COP, DCOP, and CLA Director to develop and implement a learning agenda that supports USAID/Jordan's Country Development Cooperation Strategy.
Participate in relevant MEL technical working groups and coordinate with USAID technical offices and government ministries as appropriate.
Contribute to developing and sharing information and knowledge products, including data visualizations and infographics.
Design and implement capacity-building initiatives in MEL for USAID staff, implementing partners, and local organizations.
Support the advancement of USAID's localization agenda and promote diversity, equity, inclusion, and accessibility (DEIA) in all MEL activities.
Manage and mentor the MEL team, fostering a culture of learning and continuous improvement.
Engage fully as a member of the Q2 Impact staff team, participating in staff meetings and other events as needed.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
Master's degree in statistics, economics, monitoring & evaluation, or a relevant discipline.
Minimum of seven (7) years of experience in the design and implementation of MEL programs in international donor/USAID funded projects.
Previous work experience in Jordan and/or familiarity with USAID/Jordan Mission preferred.
Demonstrated ability to hire and supervise local personnel, ensuring they are onboarded and trained to fulfill their responsibilities.
Strong communication, interpersonal, diplomatic, supervision, and management skills.
Experience designing and implementing various types of mixed-methods evaluations (impact, performance, meta, etc.), analyses, and assessments.
Working knowledge of, and experience with USG-funded program management, policies, regulations, and procedures.
Extensive experience drafting and finalizing evaluation reports and developing data visualization products.
Experience applying systems thinking in evaluation design, participatory data collection methods, and facilitating data validation and analysis exercises.
Strong familiarity with USAID's Evaluation Policy and CLA practices.
Experience building evaluative and learning capacities of USAID staff, implementing partners, and government counterparts highly preferred.
Demonstrated commitment to promoting localization, diversity, equity, inclusion, and accessibility in program activities and team management.
Fluency in written and spoken English is required; proficiency in Arabic is an advantage.
Jordanian citizen preferred.
