Chief Financial Officer (CFO)

POSITION SUMMARY AND PURPOSE

Q2 Impact is recruiting for a senior leader who will serve as a Chief Financial Officer (CFO) to oversee the financial management and operations of Q2 Impact. This is an exciting new role for Q2 Impact that has been in business for 26 years, has worked in 96 countries and supports USAID, DOD, and Department of State. Our core work focuses on data driven approaches to improve youth engagement, workforce development, women peace and security, security cooperation, and governance and we have offices on the ground in several countries.

Q2 Impact is poised for significant growth, and we are in search of a CFO who will take on a leadership role in a growing organization that has a deep and rich history of successful delivery to the US government. As the CFO of Q2 Impact, you will play a pivotal role in steering the financial strategy and operations of our organization. The ideal CFO will be able to work at the strategic level as well as be hands on and will be responsible for ensuring compliance with government regulations, including the Federal Acquisition Regulation (FAR) and Generally Accepted Accounting Principles (GAAP), while also driving financial performance and strategic growth of the company.

PRIMARY RESPONSIBILITIES

Strategic Leadership

  • Lead and mentor the finance team, fostering a culture of high performance, accountability, and continuous professional development.
  • Collaborate closely with the senior/executive team to align financial strategy with the organization’s mission and objectives
  • Oversee operations and delivery of the operations team including Finance, IT, Human Resources, Recruitment to ensure successful coordination and delivery.
  • Designs and implements business strategies, plans and processes to drive accountability across the organization.

Financial Reporting, Management and Planning

  • Develop and provide financial reports that are actionable for the executive team and for the field teams.
  • Develop, implement, and oversee corporate and project budgets in alignment with strategic goals and regulatory requirements.
  • Prepare and monitor financial forecasts, ensuring optimal utilization of financial resources and alignment with project goals.
  • Provide strategic financial insights to support project planning and decision-making processes.
  • Oversee cash flow management and forecasting, ensuring sufficient liquidity for operational needs.

Accounting and Reporting

  • Ensure timely and accurate preparation of financial statements and reports, adhering to internal policies and external regulations.
  • Manage the financial reporting process, including monthly, quarterly, and annua reportings.

Accounting oversight and Financial Risk Management

  • Ensure compliance with USG financial management policies and applicable regulations, implementing robust internal controls to safeguard assets
  • Identify and mitigate financial risks, developing strategies to address potential challenges.
  • Direct all Finance and Accounting operations, including accounts receivable, accounts payable, payroll, project accounting, and financial reporting.
  • Coordinate with external auditors for annual audits and ensure compliance with audit recommendations.

Automation and use of Deltek Costpoint

  • Oversee the automation of our financial procedures in the field implementation and maintenance of financial systems, such as Deltek Cost Point, ensuring accuracy in financial management and reporting.
  • Develop and enhance financial policies and procedures to promote operational efficiency and compliance.
  • Provide training and support to project staff on financial best practices and procedures.

Stakeholder Engagement

  • Liaise with USAID and other donors on financial matters, ensuring compliance with reporting requirements and addressing financial performance inquiries.
  • Collaborate with project teams and stakeholders to ensure effective allocation of financial resources and achievement of project objectives.

QUALIFICATIONS

Education: Bachelor’s degree in Finance, Accounting, Business Administration, or a related field and Master’s degree or professional certification (e.g., CPA, CMA) is strongly preferred
Experience: 15+ years of progressive financial management experience, with at least 10 years in a senior financial leadership role, preferably within the international development sector
Knowledge: In-depth knowledge of US Government Contracts, DOS, DOD, USAID financial regulations, and policies. Familiarity with other donor financial regulations is an advantage
Skills: Exceptional analytical and problem-solving abilities, with a strong aptitude for managing complex financial data and providing strategic insights. Excellent organizational and multitasking capabilities
Communication: Outstanding verbal and written communication skills, with the ability to engage effectively with stakeholders at all levels
Technology: Proficiency in financial software and systems (e.g., Deltek Cost Point, QuickBooks ERP), along with advanced knowledge of MS Office applications (Excel, Word, PowerPoint)

REPORTING REQUIREMENTS

• The Chief Financial Officer serves as a member of the QED Management Team, reports to the CEO, and provides leadership to the global QED operations in the US, India, and overseas project locations.
