Q2 Impact is recruiting for a Chief of Party (COP) to support an anticipated multi-year USAID-funded opportunity in Bangladesh, USAID/Bangladesh Communities for Gender Equality (CGE) Activity, to improve the capacity of local communities and the Government of Bangladesh (GOB) to better prevent and respond to GBV, in particular, violations against women and girls, and to improve gender equality for Bangladeshi citizens.
This activity will engage in a nationwide gender-responsive Social Behavior Change Campaign (SBCC) to address the root causes of GBV and underscore the value of promoting basic human rights in the society. The CGE activity is expected to build the capacity of the stakeholders to better respond to violence against women and girls, targeting intimate violence, sexual assault, and child marriage as the key development priorities, as well as strengthen coordination mechanisms among the GOB and CSOs to improve institutional accountability and strengthen the system to advocate for the victims of abuses.
The Chief of Party (COP) will be responsible for strategic vision, technical leadership, and management of the project. They will be responsible for overseeing long-term expatriate and local staff, as well as short-term technical experts in achieving program results. The COP will ensure compliance will represent the program to external audiences, including USAID and other programs or donors as needed.
This position would be based in Dhaka, Bangladesh, and is contingent upon contract award.
PRIMARY RESPONSIBILITIES
- Providing technical leadership, administrative oversight, and direction for all programmatic and administrative issues;
- Serving as lead supervisor of project personnel, short-term experts, subcontractors, and grantees to achieve project objectives in a timely manner;
- Providing technical support to the team across all operational and programmatic areas;
- Serving as Q2 Impact’s point of contact for USAID Bangladeshi government institutions, other implementing partners, and other key stakeholders as well as maintaining effective relationships with the private sector and civil society actors;
- Managing the contract and being responsible for the overall technical and financial health of the project;
- Leading the development and submission of project deliverables, such as reports, annual work plans, and other items as specified by the contract;
- Overseeing monitoring and evaluation of activities, meeting targets, and adapting activities as needed to achieve program outcomes;
- Ensuring program adheres to USAID rules and regulations as well as Q2 Impact’s policies and procedures;
- Overseeing the grant making process, ensuring compliance with Q2 Impact’s policies and USAID’s regulations;
- Overseeing the implementation of security policies and procedures, and provides leadership in managing security incidents; and
- Fostering a collaborative, team-oriented environment that actively solicits inputs from team members and provides opportunities for growth.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
- Master’s degree in any area of development, social science, business, education or related field.
- Minimum of fifteen (15) years’ experience with increasing responsibility, preferably in conflict affected/post-conflict environments.
- At least three (3) years of senior leadership and supervisory experience on USAID programs, previous experience as a USAID COP strongly preferred.
- Prior technical experience managing and leading large-scale programs in advocacy, accountability, research/learning, education/information campaigns and program development and implementation, preferably related to GBV and/or gender equality required.
- At least three (3) years of grants program management experience, preferably under a contract, to include a wide variety of grants mechanisms.
- Demonstrated experience with remote management in fluid operating environments.
- Previous successful representational experience with donors, international NGOS, and all levels of host governments and communities.
- Proven experience in oversight of security, finance, procurement, and logistics functions in insecure operating contexts.
- Experience in promoting the equity and inclusion of women, youth, and other marginalized groups.
- Leading research and contextual analysis to inform program strategy.
- Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively with a wide range of staff and stakeholders.
- Ability to travel throughout Bangladesh to oversee program activities and engage with communities, security situation permitting.
- Professional proficiency in oral and written English required.
- Previous working experience in the region highly desired.
