Q2 Impact is recruiting for a Deputy Chief of Party (DCOP) to support an anticipated multi-year USAID-funded opportunity in Bangladesh, USAID/Bangladesh Communities for Gender Equality (CGE) Activity, to improve the capacity of local communities and the Government of Bangladesh (GOB) to better prevent and respond to GBV, in particular, violations against women and girls, and to improve gender equality for Bangladeshi citizens.
This activity will engage in a nationwide gender-responsive Social Behavior Change Campaign (SBCC) to address the root causes of GBV and underscore the value of promoting basic human rights in the society. The CGE activity is expected to build the capacity of the stakeholders to better respond to violence against women and girls, targeting intimate violence, sexual assault, and child marriage as the key development priorities, as well as strengthen coordination mechanisms among the GOB and CSOs to improve institutional accountability and strengthen the system to advocate for the victims of abuses.
The DCOP will work in close coordination with the COP to oversee program activities, manage the grants portfolio, and supervise program staff. They will work closely with the Monitoring Evaluation and Learning Manager to disseminate results and learning from program activities to improve program performance and impact.
This position would be based in Dhaka, Bangladesh, and is contingent upon contract award.
PRIMARY RESPONSIBILITIES
- Providing technical leadership, administrative oversight, and direction for all programmatic activities.
- Ensuring that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the Task Order SOW. This will include monitoring grantee worthiness, ensuring that all procurement processes are perceived as transparent by beneficiary communities, assuring fair and transparent procurement processes, review of financial management, and monitoring grant implementation.
- Ensuring that the most reasonable, fair, expeditious, and appropriate procurement choices were made pursuant to the Contractor Procurement Guide.
- Supervising the Contractor’s day-to-day field presence in the areas of operations (including the project’s facilities such as office space, equipment, and project vehicles), administration, logistics, procurement, budgeting, and financial accounting.
- Acting as the Chief of Party when the COP is absent from the program.
- Ensuring continuous liquidity for the project; handling all human resource issues; supervising the day-to-day implementation of all grants made under the program; and investigating and identifying new ways of achieving program efficiencies.
- Coordinating with the Contractor Home Office on all compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictions.
- Undertaking other duties as assigned by the COP.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
- Master’s degree in related sectoral field(s).
- Minimum of ten (10) years in a leadership role as DCOP working in countries similar to the current environment in Bangladesh, managing sectors and sub-sectors of advocacy, research, and gender and inclusive development, youth, minorities, and cultural and social behavior change focused interventions.
- Strong grasp of successful approaches to building community resilience and engaging with host country governments at all levels.
- Demonstrated ability to hire and supervise local personnel, ensuring they are onboarded and trained to fulfill their responsibilities.
- Proven mid- or senior level experience in challenging and complex field environments leading the design, management, and implementation of similar-sized donor supported programs that include grants or small grants under contract programs; and recent experience that includes the direct supervision of a team of at least five people.
- Excellent presentation and communication skills required.
- Professional proficiency in oral and written English and Bangla required.
