POSITION OVERVIEW
Q2 Impact is seeking a Gender Equality and Social Inclusion Analysis Team Lead for the USAID/Egypt Learning Activity. The Team Lead will guide a team to conduct a comprehensive Gender Equity and Social Inclusion (GESI) Analysis as part of the development of their next Country Development Cooperation Strategy (CDCS). As per USAID ADS 205, The purpose of the gender analysis is to determine and identify steps to address gender inequalities and thereby improve the lives of women and girls, men and boys, and gender-diverse individuals. The GESI Team Lead will support the mission in identifying the barriers, constraints, and opportunities for marginalized gender, age, and socio-economic groups in Egypt, focusing on empowering women, youth, people with disabilities, ethnic and religious minorities, and other disadvantaged populations.
This analysis will be crucial for ensuring that the new CDCS integrates inclusive practices across its objectives, decision-making processes, and program activities.
PRIMARY RESPONSIBILITIES
The Team Lead will be responsible for conducting a socioeconomic analysis of quantitative and qualitative information to identify, understand, and explain gender gaps and provides conclusions and recommendations to enable development policies and programs to narrow gender gaps and improve the lives of women and girls, men and boys, and gender-diverse individuals. We anticipate at a minimum the following requirements to complete this analysis:
Desk Review and Descriptive Statistics:
Secondary data review of existing analysis and research that provides context, including socio-political, cultural, and economic factors that influence gender equality and social inclusion in Egypt.
Gather descriptive statistics on women and girls, men and boys, and gender-diverse individuals that reflect the intersection of sex with other characteristics like age, marital status, income, ethnicity, disability status, and other categories related to education, health, economic activity, or other domains.
Review relevant national and local laws, policies, and cultural norms that affect gender equality and social inclusion.
2. Data Collection and Analysis:
Qualitative data collection and analysis involving consultations with a variety of key stakeholders that may include local academic institutions, civil society organizations, or think tanks. Analyze constraints to the empowerment of women, youth, and marginalized groups in various sectors (e.g., health, education, economic growth).
Examine the risks of gender-based exclusion, including gender-based violence (GBV), and propose solutions to mitigate such risks.
3. Develop Recommendations:
Synthesize findings from the analysis and consultations to generate actionable recommendations for mainstreaming gender, youth, and social inclusion across USAID Egypt’s interventions.
Provide targeted approaches to address barriers faced by specific groups (e.g., women, youth, people with disabilities, ethnic minorities).
Design strategies for elevating social inclusion and ensuring equitable participation and empowerment across sectors.
4. Report Writing and Documentation:
Prepare a concise report (not exceeding 25 pages) that includes:
Key findings and conclusions from the analysis.
Recommendations for incorporating gender, youth, and social inclusion into the new CDCS.
Specific actions for enhancing empowerment and reducing barriers in USAID programs.
Appendices with detailed data and stakeholder consultation summaries.
Detailed analysis of barriers, constraints, and opportunities for marginalized groups.
Ensure the report adheres to USAID’s formatting and guidelines.
5. Collaboration and Coordination:
Coordinate closely with the USAID team and other stakeholders throughout the analysis process to ensure that deliverables are met in a timely manner.
Participate in regular check-ins and update meetings to share progress and adapt methodologies based on feedback.
Refine and improve the analysis and recommendations based on USAID’s feedback.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
Proven experience conducting gender, youth, and social inclusion analyses in the context of international development.
Strong understanding of gender, youth, and social inclusion issues in Egypt, particularly in sectors such as health, education, economic growth, and governance.
Experience with USAID’s Gender Equality and Women’s Empowerment Policy, ADS 201, and related frameworks.
Knowledge of intersectional approaches to gender and social inclusion.
Experience working with marginalized groups, including youth, women, ethnic and religious minorities, and people with disabilities.
Strong analytical skills with the ability to synthesize complex data into clear, actionable recommendations.
Excellent communication skills, both written and verbal, in English (Arabic proficiency is a plus).
Ability to work independently and manage multiple tasks within tight deadlines.
