Position: Foreign Humanitarian Assistance (FHA) AM&E Lead

Location: Peterson Space Force Base, Colorado Springs, CO (80914)

Q2IMPACT is seeking a highly capable, mission-driven, and culturally competent Foreign Humanitarian Assistance (FHA) Lead to provide advisory, assistance, and support services to the NORAD and USNORTHCOM (N&NC) International Engagement and Acquisition Division (J49). The primary focus of this role is on the coordination, planning, assessment, monitoring, and evaluation (AM&E) of humanitarian assistance projects that build the capacity of partner nations in disaster preparedness, health, education, and infrastructure.

This position will be full-time, onsite (Monday – Friday, Core Business Hours). International travel to Mexico, The Bahamas, and other partner nations will be required.


PRIMARY RESPONSIBILITIES

  • Provide strategic advisory support to develop and implement FHA initiatives aligned with the N&NC Strategy, Security Cooperation Campaign Plans, and international engagement priorities.
  • Lead and support the design, coordination, and execution of FHA projects, including development of Initiative Design Documents (IDDs) and project nominations in OHASIS.
  • Facilitate assessment, monitoring, and independent evaluation of FHA programs across geographic regions.
  • Perform and oversee Country Program Monitoring (CPM), including data collection, analysis, and reporting in compliance with DoD policies and regulations (e.g., DoDI 5132.14, SAMM Chapter 12).
  • Ensure accurate and timely updates in SOCIUM, OHASIS, DTS, APACS, and Task Management Tool (TMT).
  • Coordinate with stakeholders including J49 staff, ODC/ODC (Offices for Defense Coordination/Cooperation), U.S. embassies, interagency partners, and foreign governments.
  • Prepare and present reports, logic frameworks, problem statements, executive summaries, and performance metrics for senior leadership.
  • Maintain readiness for short-notice deployments during crises or contingency operations.

SECURITY CLEARANCE

  • Must have U.S. Citizenship and an active SECRET security clearance.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Master’s degree in Social Sciences, International Relations, Humanitarian Affairs, Public Policy, or related field (strongly preferred; bachelor's with strong experience accepted).
  • 5+ years of experience in foreign humanitarian assistance, international development, or security cooperation, including program monitoring and evaluation across multiple regions.
  • Proficiency in using OHASIS, SOCIUM, DTS, APACS, and familiarity with DoD 5132.14 and SAMM policies is preferred.
  • Proven ability to coordinate with U.S. and foreign government stakeholders, interagency partners, and diplomatic missions.
  • Strong communication skills; professional fluency in Spanish
  • Direct experience working with or supporting USNORTHCOM J49.
  • Leadership experience in country program monitoring at a Combatant Command level.
  • Demonstrated experience in developing and coordinating Initiative Design Documents (IDDs).
  • Extensive familiarity with FHA operations, compliance standards, and interagency coordination.
