Position: Operations and Finance Director

POSITION OVERVIEW
As Chief of Finance and Operations (CFOO), you will serve as a key executive team member, responsible for financial strategy, operational efficiency, and business growth. You will lead the company’s financial planning, contracts management, compliance, and overall operational structure to support our expansion into new U.S. government agencies and non-U.S. government markets.
This role requires a go-getter who can multitask effectively, move quickly, and strategically position the company for increased revenue and profitability. You should be both financially savvy and business-minded, with a strong ability to execute complex projects, drive efficiencies, and support decision-making at the highest levels.
PRIMARY RESPONSIBILITIES
Finance & Business Strategy
- Develop and execute financial strategies to support the company’s pivot into new markets
- Oversee budgeting, forecasting, financial modeling, and cash flow management.
- Ensure profitability analysis of contracts and business lines to optimize revenue streams.
- Manage and oversee government contract pricing, indirect cost recovery, and rate structures (e.g., NICRA, DCAA compliance).
- Lead efforts to secure new funding sources, including grants, private sector contracts, and international development opportunities.
Operations & Business Growth
- Implement scalable operational systems to support business expansion into new markets.
- Optimize contract and project management processes to ensure efficiency, compliance, and profitability.
- Streamline internal workflows, enhancing operational efficiency across departments.
- Support the business development team with pricing strategies, cost proposals, and financial projections for new opportunities.
- Manage key relationships with banks, financial institutions, auditors, and investors.
Government Contracting & Compliance
- Ensure compliance with U.S. government regulations, including FAR, DFARS, and agency-specific acquisition policies.
- Oversee indirect cost rate development and compliance with government auditors (e.g., DCAA).
- Monitor changes in federal procurement rules and adapt business strategies accordingly.
- Work closely with program teams to optimize project budgets and spending while maintaining compliance.
Leadership & Cross-Functional Collaboration
- Provide strategic financial insights to the CEO and leadership team.
- Lead and mentor finance and operations staff, ensuring high performance and efficiency.
- Act as a thought partner in strategic decision-making and problem-solving across the company.
- Foster a culture of accountability, innovation, and agility within the team.
HR Oversight
- Provide strategic oversight on all aspects of HR including benefits and compliance.
- Delegate and manage junior HR specialist who leads all the day to day administration issues around HR.
- Keep a pulse on HR issues emerging in the organization.
- Manage HR risk and work with the CEO and legal counsel as needed.

MINIMUM EXPERIENCE, SKILLS & QUALIFICATIONS
- 10+ years of experience in financial management, operations, or business strategy roles.
- Experience with U.S. government contracting (USAID, DoD, DoS, or other federal agencies).
- Strong understanding of government cost principles (FAR, DFARS, OMB Uniform Guidance, NICRA, DCAA audits, etc.).
- Proven experience in budgeting, financial modeling, forecasting, and pricing government contracts.
- Experience working in growth-stage companies or organizations undergoing market expansion.
- Strong ability to analyze data and translate insights into actionable business strategies.
- Excellent leadership, communication, and problem-solving skills.
- MBA, CPA, CFA, or other relevant qualifications preferred but not required.
