Part-Time Sr. Contracts Specialist

Position Summary

Q2IMPACT, a company with a 27+ year track record has an exciting opportunity for a Senior Contracts Specialist who will play a strategic role in helping pivot Q2IMPACT and support our non U.S. Government (USG) entity Q2GLOBAL as the foreign assistance landscape has evolved. The Senior Contracts Specialist will play a strategic and hands-on role in supporting all phases of contract management for both USG and commercial (non-USG) clients. The ideal candidate will possess deep expertise in the Federal Acquisition Regulation (FAR), strong negotiation skills, and experience in procurement strategy. This individual will be responsible for developing, negotiating, and administering a variety of complex contracts, ensuring compliance and risk mitigation while supporting the company’s growth objectives.

Key Responsibilities

  • Develop, review, and negotiate complex contracts, subcontracts, and procurement agreements for USG and non-USG projects, ensuring compliance with FAR and other applicable regulations
  • Advise on and implement contract and procurement strategies to maximize value and minimize risk for the organization
  • Lead or support negotiations with customers, vendors, and partners, including price, terms, and conditions
  • Provide guidance to internal stakeholders on contractual rights, obligations, and risks, serving as an expert resource on procurement and contracting matters
  • Draft, review, and finalize solicitation documents such as RFPs, RFIs, and bid packages, ensuring clarity and competitiveness
  • Monitor contract performance, administer modifications, and support contract closeout activities
  • Ensure all contract actions adhere to company policies, FAR/DFARS, and other relevant regulations.
  • Conduct market research, price/cost analyses, and support the development of independent government cost estimates (IGCEs) as needed
  • Identify and resolve contract-related issues, disputes, or non-compliance, escalating as appropriate.
  • Maintain accurate and organized contract files and documentation

Required Qualifications

  • Bachelor’s degree in Business Administration, Finance, Public Administration, or related field (advanced degree or relevant certifications such as CFCM preferred)
  • Minimum 8 years of progressive experience in contract management, including significant experience with USG contracting and FAR/DFARS compliance
  • Strong demonstrated knowledge of contract terms and conditions, including FAR/DFARS/DOSAR, as well as knowledge of Federal Travel Regulations and GSA Schedules
  • Experience with FAR 15 negotiated contracts, FAR 12 commercial items contracting, GSA as well as 2 CFR 200 based assistance instruments
  • Experience administering DoD, DoS, and/or USAID long-term overseas contracts
  • Demonstrated experience with innovative federal acquisition strategies and emerging contracting mechanisms—including Other Transaction Authorities (OTAs), Commercial Solutions Openings (CSOs), and similar non-FAR approaches—to accelerate procurement and integration of emerging technologies in support of mission-driven objectives.
  • Strong knowledge of procurement strategy, risk management, and market analysis
  • Excellent written and verbal communication skills; ability to draft clear, concise, and legally compliant contract documents
  • Proven negotiation skills and ability to resolve complex contractual issues
  • Strong organizational skills and attention to detail; ability to manage multiple priorities and meet deadlines
  • Proficiency with standard office software and contract management systems.

Preferred Qualifications

  • Experience supporting both classified and unclassified contract efforts.
  • Prior experience in a consulting, legal, or procurement leadership role.
  • Familiarity with additional regulatory frameworks (e.g., DFARS, SOFAR) and international contracting practices.
  • Ability to work independently and exercise sound judgment within established guidelines.

  • Must be a U.S. Citizen (for USG contract compliance).
