Position Summary:

Q2IMPACT is seeking a detail-oriented and experienced Finance and Administration Officer to oversee financial operations and administrative functions for its field office in Amman, Jordan. This role is critical to ensuring compliance with internal policies and donor regulations, maintaining financial integrity, and supporting efficient project implementation. The incumbent will work closely with Q2IMPACT headquarters and field teams to manage budgets, reporting, procurement, and HR-related tasks.

Key Responsibilities:

Financial Management & Accounting

  • Oversee day-to-day financial operations of the Amman field office.

  • Maintain accurate and timely financial records in compliance with Q2IMPACT and Department of State policies.

  • Prepare monthly, quarterly, and annual financial reports, including accruals, expenditures, and projections.

  • Review and approve payment requests and vouchers with proper documentation.

  • Calculate and issue payroll; ensure timely submission of payroll taxes to Jordanian authorities.

  • Prepare monthly cash forecasts and submit to Q2IMPACT Headquarters.

  • Lead budget realignments and provide justification and narrative support.

  • Ensure treasury management including cash position, bank accounts, and petty cash oversight.

Administration & Operations

  • Supervise administrative and finance staff, as required.

  • Oversee recruitment, vetting, hiring, and onboarding of new staff in coordination with Headquarters.

  • Manage procurement and inventory of supplies and services in compliance with Department of State regulations.

  • Ensure timely payments to staff, consultants, and vendors.

  • Coordinate with local legal and accounting advisors and serve as liaison with external auditors.

  • Maintain both paper and electronic filing systems for financial and administrative records.

  • Support smooth project start-up and close-down processes.

Compliance & Internal Controls

  • Ensure adherence to internal controls and financial procedures.

  • Monitor compliance with donor regulations and Q2IMPACT policies.

  • Support risk mitigation strategies related to finance and administration.

Education, Qualifications & Skills:

  • Jordanian citizen preferred.

  • Bachelor’s degree in Accounting, Business Administration, Finance, or related field.

  • Minimum of 10 years of experience in finance and administration for international development projects in the Middle East.

  • Demonstrated supervisory experience.

  • Experience working on a USAID TPM project is preferred.

  • Familiarity with USG financial reporting and compliance requirements.

  • Experience managing donor-funded procurements and subcontracts/grants.

  • Strong organizational and project management skills.

  • Excellent written and verbal communication skills in English and Arabic.

  • Proficiency in financial software and Microsoft Office Suite.
