Position: Part-Time Program Manager (24 hours per week)
Location: Washington DC Area (DC,MD,VA)
POSITION SUMMARY AND PURPOSE
Q2IMPACT is seeking a Part Time Program Manager (PM) to provide exceptional project management of a critical knowledge management contract in the security cooperation space. The ideal candidate brings over 7 years of experience in security cooperation project management and/or knowledge management, strong in-personal skills, and strong client management skills. The PM will also demonstrate strong operation and budgeting skills, to ensure the contract is delivered with quality, compliance, and in adherence to financial targets.
This individual will help a recently initiated contract implement its submitted workplan, with objectives focused on curated content, enhanced communication, and dynamic feedback loops to integrate user feedback. The Program Manager will ensure the day to day operations of the contract runs smoothly, with oversight from the Project Director.
This position provides the opportunity to work with a dynamic team in supporting government clients across the "Three Ds": Diplomacy, Development, and Defense, and contribute to the company’s thought leadership in MEL, evaluation ethics, safeguards, and global learning.
RESPONSIBILITIES
Project Management
Develop and oversee implementation timeline
Manage daily workflows in accordance with timeline
Provide operational backstopping
Manage day to day budget tracker
Ensure invoicing is timely and accurate
Develop and maintain internal and external meeting calendar
Client Engagement and Coordination
Serve as a point of contact for clients; meet regularly with them to discuss progress, gather feedback, and propose solutions.
Identify client pain points and design responsive and innovative solutions; support solution architecture and technical strategy and on contract growth efforts.
Manage multiple project components, ensuring timeliness, quality, and alignment with client goals and USG policy requirements.
Coordinate with internal teams on work planning, operations, budgeting, and technical implementation.
Maintain strong working relationships with stakeholders, including USG counterparts from different organizations
Lead implementation of a security cooperation knowledge management framework and its integration into client SharePoint page
QUALIFICATIONS
Required:
Master’s in International Security, Public Policy, Economics, Evaluation, or a related field.
Minimum of 5 years of professional experience, including managing large-scale, multi-country evaluations with cross-functional teams.
Experience working with DOD or Security Cooperation.
Excellent writing skills and ability to lead the development of high-quality deliverables, including technical reports and reporting.
Strong stakeholder engagement skills, with experience engaging with clients, communities, and implementing partners.
U.S. citizenship
Preferred:
PMP or other project management certification
Experience in solution architecture and technical strategy development.
Demonstrated success with on-contract growth and sales
Demonstrated success with the federal sales cycle and capture, including proposal development
REPORTING REQUIREMENTS
This position reports to Associate Director of Programs
COMPENSATION RANGE
Pro-rated equivalent to 100,000-130,000 annually ($60,000-$78,000)
