POSITION SUMMARY AND PURPOSE

Q2IMPACT is seeking an Cost Benefit to provide technical leadership, support on complex, multi-country evaluations and monitoring, evaluation, and learning (MEL) projects, and grow our portfolio. The ideal candidate brings over 3 years of experience in evaluation and or cost benefit analysis in sectors such as infrastructure, economic growth, and development finance, with strong familiarity working across U.S. Government (USG) agencies including Development Finance Corporation (DFC).Department of State (DOS), and Department of Defense (DOD).

The CBA Analyst will support the Economist to lead the design and execution of rigorous cost-benefit analyses for an evaluation of a USG client across a global portfolio of infrastructure projects across multiple regions and sectors.

This position provides the opportunity to work with a dynamic team in supporting government clients across the "Three Ds": Diplomacy, Development, and Defense, and contribute to the company’s thought leadership in MEL, evaluation ethics, safeguards, and global learning.

RESPONSIBILITIES

Technical & Evaluation Work

• Conduct a comprehensive desk review of internal and external sources to provide necessary variables for the cost benefit analyses.

Under the guidance of the Economist develop and apply cost-benefit analysis (CBA) frameworks for individual infrastructure projects.

• Support and Review theories of change from Theory of Change workshops and align them with quantitative modeling.

• Analyze financial and economic returns (e.g., NPV, IRR, ERR) of DFC-supported projects.

Participate in qualitative data collection both virtually and in-person to collect KII and FGD data.

• Conduct sensitivity analysis (in Excel)

• Collaborate with qualitative researchers, engineers, and field teams to synthesize insights.

Participate in the develop of case studies as needed.

Required:

  • Master’s or PhD in International Development, Public Policy, Economics, Evaluation, or a related field.

  • Minimum of 3 years of professional experience, including direct application of cost benefit analysis principles.

  • Experience working with USAID, DOD, DOS, and/or DFC, including a solid understanding of USAID’s CDCS, CLA framework, and MEL standards.
  • Strong quantitative analysis skills.
  • Familiarity with infrastructure and economic growth evaluation, particularly within the context of development finance and low- and middle-income countries.
  • Demonstrated ability to apply mixed methods (qualitative and quantitative) in evaluations.
  • Excellent writing skills and ability to lead the development of high-quality deliverables, including technical reports, case studies, and learning briefs.
  • Deep knowledge of evaluation ethics, environmental/social safeguards, and participatory evaluation practices.
  • Strong stakeholder engagement skills, with experience engaging with clients, communities, and implementing partners.
  • U.S. citizenship

Preferred:

· Prior work with DFC Economic Growth or private-sector engagement in development.

· Experience in solution architecture and technical strategy development.

· Demonstrated success with on-contract growth and sales

· Demonstrated success with the federal sales cycle and capture, including proposal development

· Knowledge of additional languages (especially French, Spanish, or Arabic) is a plus.

REPORTING REQUIREMENTS:

This position reports to the Senior Economist and Team Leader for Technical Direction, and the Director of Programs for Administrative Matter

SALARY RANGE:

$350 - $420 USD daily rate, for base 60 days
